David A. Redford, PE, GE, MS

Senior Engineer and Manager of Materials Testing Services

Mr. Redford provides engineering oversight for all WKA construction materials testing and special inspection services, and is responsible for numerous special projects. He is the engineer in charge of construction materials testing and special inspection services out of our West Sacramento facility. He has been involved in testing, inspection and engineering since 1980, and has worked on projects throughout California, Colorado and Nevada. His experience includes structural design calculations and production of plans, specifications, and estimates for various projects, including bridge seismic retrofit and widening, buildings, highway improvements, and retaining walls. He has directed geotechnical engineering studies and prepared reports for a wide variety of projects in California.

Mr. Redford also has performed and supervised extensive field and laboratory testing and inspection of construction materials for a wide range of commercial, transportation and infrastructure, industrial, military, school, and hospital projects. He has directed investigation and load testing of existing structures, and has been involved in forensic investigations of numerous structures, synthetic turf fields, and pavements. He received his Bachelor of Science degree in Civil Engineering from the University of Nevada, Reno, and a Master of Science degree in Civil Engineering from the University of California, Davis. Mr. Redford is registered in California as a Civil and Geotechnical Engineer, in Nevada as a Civil Engineer, in Michigan as a Professional Engineer, and as a NICET Level III Engineering Technician. He is a member of the Structural Engineers Association of Central California, American Concrete Institute, ASTM International, and the Division of the State Architect (DSA) Advisory Board.



David T. Hunn, PE, GE, MS

Senior Engineer and Manager of Laboratory Services

Mr. Hunn has been involved in geotechnical engineering and construction materials testing and inspection since 2001. His project experience includes geotechnical engineering studies for residential, commercial, and school projects as well as pavement design and rehabilitation projects. Mr. Hunn has performed field and laboratory testing and inspection of construction materials for residential, commercial, transportation and infrastructure, school, and hospital projects. Mr. Hunn is the engineer in charge of laboratory testing, construction materials testing and special inspection services out of our Stockton facility.

Mr. Hunn received his Bachelor of Science degree in BioResource and Agricultural Engineering from California Polytechnic State University, San Luis Obispo, and his Master of Science degree in Civil Engineering from California State University, Sacramento. He is registered as a Civil Engineer in California and Nevada and as a Geotechnical Engineer in California. Mr. Hunn is a member of the American Society of Civil Engineers and the Structural Engineers Association of Central California.



Karlton K. Windhorst

Materials Testing Area Manager - Stockton

Mr. Windhorst provides supervision of field services for construction materials testing and special inspections out of WKA’s Stockton facility. Mr. Windhorst has been special inspector for many of Sacramento's major mid- to high-rise buildings, including the California Attorney General’s Office Building, Small Claims & Traffic Court, UC Davis Health System’s Cancer Center, General Sherman Medical Building, SMUD Cogeneration Plant at Procter & Gamble, UC Davis Medical Center Cogeneration Plant, UC Davis Medical Center Parking Garage, Stockton High School, Mountain House High School, and Raymond Case Elementary School. He is a graduate of North Central Area Vocational Technical School, Kansas.

Mr. Windhorst gained relevant experience during several years as a certified welder with Combustion Engineering before joining Wallace-Kuhl & Associates in 1988. He has certifications from the International Code Council (ICC), the American Concrete Institute, the American Welding Society and the American Society for Non-destructive Testing. He is a Masonry Special Inspector approved by the California Division of the State Architect (DSA), and is active in the American Welding Society.




Peter W. Langlois

Materials Testing Area Manager - West Sacramento

Mr. Langlois is a veteran in the field of construction testing and inspection, which he entered in 1980. Mr. Langlois provides supervision of field services for construction materials testing and special inspections out of WKA’s West Sacramento facility. The numerous Sacramento-area landmark projects with which he has been involved include the Intel FM5 Facility, Lincoln Plaza, Capitol Bank, Highway 99 AC Overlay, UC Davis Medical Center Parking Garage, Mercy San Juan Hospital Tower, The Money Store, the pedestrian bridge at California State University, Sacramento, Vista Del Lago High School, and Cosumnes River College Parking Garage.

Before joining Wallace-Kuhl & Associates in 1989, Mr. Langlois worked for nine years in the quality control department of a West Sacramento precast concrete company. He holds certifications from the International Code Council (ICC), the American Concrete Institute and the American Welding Society.



Gary C. Barmby

Laboratory Manager

Mr. Barmby has performed laboratory testing of construction materials for all of the major projects Wallace-Kuhl and Associates has worked on during his tenure, including residential, commercial, industrial, and well over 100 school projects. Mr. Barmby holds certifications of level III in the National Institute for Certification in Engineering Technologies (NICET) in the field of soils, concrete, asphalt, and geotechnical engineering laboratories in addition to being a certified Concrete Masonry Testing Technician with the National Concrete Masonry Association and Caltrans.

Mr. Barmby is currently Laboratory Manager at WKA with over 38 years of combined experience in the laboratory and field inspections and testing.
